Voting by Absentee Ballot

VOTING BY ABSENTEE BALLOT

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen who:

  • will be 18 years of age or older on Election Day.
  • has resided in the ward or municipality where they wish to vote for at least 28 consecutive days before the election.

The elector must also be registered to vote to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued*. 

Making application to receive an absentee ballot by mail

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may make written application to your municipal clerk for an absentee ballot by mail, by fax, by email or at MyVote.wi.gov. Or you may apply in person at the clerk’s office during the In-Person Absentee Voting period listed below.

Your written request must include:

  1. your voting address within the municipality where you wish to vote
  2. the address where the absentee ballot should be sent, if different from the address above
  3. your signature
  4. a copy of your photo identification*

The deadline for making application to receive an absentee ballot by mail is:

5:00 p.m. on the fifth day before the election, March 28, 2024.

*Voters who are indefinitely confined due to age, illness, infirmity, or disability may not be required to provide photo ID. If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

**Special absentee voting application provisions apply to electors who are indefinitely confined, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

You may also request and vote an absentee ballot in the clerk’s office during the days and hours specified for casting an absentee ballot in person.

No in-person absentee voting may occur on the day before the election. The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place before the polls close on April 2, 2024.  Any ballots received after the polls close will not be counted.

Primary Election
If a primary is necessary, the primary will be held on Tuesday, February 20, 2024.

Acceptable Photo ID will be required to vote at this election. If you do not have a photo ID, you may obtain a 
free ID for voting from the Division of Motor Vehicles.

TAX RECEIPTS – Receipts can be emailed. Please include your email address along with your tax payment. IF A MAILED RECEIPT IS NEEDED SEND A STAMPED SELF-ADDRESSED ENVELOPE ALONG WITH PAYMENT. NO TAX RECEIPTS WILL BE SENT OUT WITHOUT A STAMPED ENVELOPE.

TAX PAYMENT PROCEDURES – Tax collection will be done by mail only. All checks are to be made out to the Town of Cooperstown. NO CASH ACCEPTED! Pay at least the 1st installment by January 31, 2024. Tax payments must be postmarked by this date but to avoid being delinquent, mail early. Mail to: : Bernadette Duescher, Treasurer, 10002 Hidden Valley Road Maribel, WI 54227.The balance due, if any, is to be paid to the Manitowoc County Treasurer on or before July 31, 2024. The bottom stub should be returned with your payment to the address noted.

LOTTERY CREDIT – Property tax bills will include a lottery credit for primary residency only. If you did not receive a credit and you feel you should have or if you received a credit on a property that was not your primary residence, please notify the Treasurer. Adjustments can be made with the proper documentation.

DOG LICENSES – Every dog over 5 months of age must have a current rabies shot and a license. To get your license, send the proper fee along with written proof of a current rabies vaccination and proof of spaying or neutering where relevant. Fees are as follows: Neutered or spayed: $5.00 per dog; all other dogs: $10.00 per dog; Kennel license: $35.00 for 12 dogs or less ($3.00 for each additional dog). Dog licenses are due by APRIL 1, 2024 or they are delinquent and subject to late charges. PAYMENTS WILL NOT BE ACCEPTED UNLESS A RABIES VACCINATION CERTIFICATE IS SENT WITH FEE. Penalties are as follows: additional $25.00 after April 1, 2024 PER DOG. PLEASE SEND A SEPARATE CHECK FOR DOG LICENSE. NOTIFY THE TREASURER IF YOU NO LONGER HAVE YOUR DOG. ELECTIONS – The 2024 election dates are: Spring Primary – Tuesday, February 20, 2024; Pres Pref Primary & Spring Elec – Tuesday, April 2, 2024; Partisan Primary – Tuesday, August 13, 2024; General Election – Tuesday, November 5, 2024. If interested in becoming an election inspector, please contact the clerk for more information.

PLAN COMMISSION– applications being accepted for two positions for a 2 year term – one board and one citizen appointments. Submit application to Town Clerk by April 13, 2024.

RECYCLING AND GARBAGE – Garbage and recycling items should be taken to the town Transfer Station located at 12309 County Road Z. Transfer Station hours are as follows: Saturdays hours 8:00 am – 3:00 pm ; Wednesday hours (1st Wednesday in April to last Wednesday in September) 3:00 pm – 7:00 pm. See website for a guideline list of acceptable/non-acceptable garbage and recycling items and fees, when applicable. Your card should be presented to Transfer Station employees every time garbage and recycling items are dropped off. If you have lost your card or are a new resident, please contact the Clerk to obtain one. If you have any questions regarding the Transfer Station please contact any Town Board member.

BURNING IN THE TOWN – The local fire departments are no longer issuing burning permits. For more information concerning burning in the town please contact a board member or the town website. Contact Manitowoc County Dispatch Center at 920-683-4201 to report your burning project and call them back when completed. For information on items that can and cannot be burned and daily burning restrictions check the DNR website at http://dnr.wi.gov/topic/OpenBurning/Owners.html. 1-888-947-2876 Check with DNR for burning bans.

TOWN BOARD MEETINGS – Meetings are held every second Tuesday of the month at the Town Hall at 7:00 P.M. unless otherwise posted and/or published. Notices are posted at the town hall and on the town website.

CULVERT PERMITS – Culvert permits are required. Application forms can be obtained by calling the Town Chairman at 920-639-0555.

PHRAGMITES – Landowner sign up went well and we reached about 90% participation. If you have these noxious weeds on your property that still need removal, please contact Town Clerk for permission form to treat.

FIRE NUMBERS – Please keep your fire numbers visible and culvert ends on driveways free of grass and debris.

RIGHT-OF-WAY – It is unlawful to place objects or signage in the road right-of-way. You will be asked to remove the object or sign; otherwise it will be removed for you.

SNOW ON PUBLIC RIGHT-OF-WAYS – It is unlawful under State Statutes 86.01 and 86.022 to place snow onto any Public Highway Right-of-Way that would impede or incommode the use of the highway. We ask that you refrain from placing snow on any Town Right-of-Way.

CULTIVATING IN PUBLIC RIGHT-OF-WAYS – No person shall, within the limits of any public highway, plow, cultivate or otherwise work any lands in such manner as to interfere with or obstruct the drainage in any public highway ditch, nor shall any person operate any farm or other machinery on, over, along or across any public highway in such manner as to materially damage the said highway. Any person who shall violate the provisions of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not less than $10 nor more than $50, or by imprisonment in the county jail not less than 10 days nor more than 30 days, and shall in addition pay the whole cost of restoring the ditch or highway, or both, to their former condition. PERMITS AND INSPECTION FEES – No person shall, in excess of $2500 in cost of material and labor, build, add onto and/or alter any building without first obtaining a building permit for such work from the Town Clerk. For new home permits contact Town Clerk. See website for more information.
